Vanaf 1 oktober 2018 is het mogelijk voor Europeanen die in de gemeente Loppersum (willen) verblijven om sommige openbare diensten digitaal aan te vragen bij de gemeente zonder DigiD. Deze mensen (vaak expats, seizoenswerkers of studenten) kunnen gebruik maken van een andere elektronische identiteit: eID/eIDAS. eIDAS staat voor Electronic Identities And Trust Services.
De Europese Commissie wil dat openbare diensten digitaal toegankelijk zijn voor Europeanen die in Nederland verblijven. Vanaf 1 oktober 2018 moeten publieke organisaties en private organisaties met een publieke taak Europees erkende inlogmiddelen accepteren binnen de digitale dienstverlening. De Europese Unie wil hiermee regelen dat het makkelijker en veiliger wordt om binnen Europa online zaken te regelen. Deze verplichting geldt onder andere voor organisaties die gebruik maken van DigiD en eHerkenning. Dit geldt dus ook voor de gemeente Loppersum.
In de gemeente Loppersum is gekozen om eerst vijf (veelgebruikte) aanvraagformulieren hierop in te richten. Het gaat om: het aanvragen van een afschrift of uittreksel van de burgerlijke stand, het indienen van een klacht, het melden van een verhuizing, het verzoek tot geheimhouding persoonsgegevens indienen of intrekken en het aanvragen of afmelden van een extra afvalcontainer.

From the first of October 2018, it is possible for Europeans who are staying in the municipality of Loppersum to request a number of public digital services from the municipality without using a DigiD. This way the European Union wants to make it easier and safer to arrange online affairs within Europe. This obligation applies, for example, to organizations that use DigiD and eRecognition, including the municipality of Loppersum.
In the municipality of Loppersum it was decided to start adapting five (frequently used) application forms. These are the forms used to request a copy or extract of the civil status, to file a complaint, to report a removal, to submit or withdraw a request for the confidentiality of personal data and to request or cancel an additional waste container.
